get cold tolerant birds (white chantelair for instance) and make sure they are dry and out of wind with ventilation. heating not needed. Bird adapted to your climate more important than trying to heat for inappropriate breed.

I like the suggestion that maxwell mentioned about choosing climate adapted chickens. An insulated structure would also help with this as well!

They can survive quite cold temperatures, you don't usually need to do anything for them If they have a structure which stops wind. But you could try making a BIG compost heap; the bacteria and reactions going on in a deep pile will create heat which you can even pipe out and run someplace else. Lookup compost heating.
